New Mobotropolis was almost entirely composed of nanites that Nicole had control over. She mostly used those nanites as building blocks for the city and buildings but she could basically teleport and appear anywhere and was she could take over the nanites again and restructure or wipe out the whole city which happened in Iron Dominion. While her perception is where her immediate body is, she had awareness and could record and listen in on anything that happened.
This is what led to a lot of the people in the city becoming paranoid over Nicole, including Mina since they had just recovered from the old Mobotropolis being bombed to smithereens and nearly getting enslaved twice by robots.
