Investor squatting is not allowed. There are complaints that the people at the Land Bank inside deal the best properties to their friends. Even with that, savvy investors can do well buying Land Bank properties and putting the housing back into active use.
If you want to go to lunch at one of the places in the city, you'll probably be fine. Usual city rules apply about being aware of your surroundings, don't leave valuables in your car in easy view, if something looks sketchy, just skip it.
