NTA but on my country this is common.
On the capital city when it rains, almost all the streets flood and nobody can move around until it stops and the water goes down.
The water can go as high as covering entire cars and even buses and trains get stuck.
Walking obviously is not an option.
It's really annoying and also causes great damage to the building nearby that can't stop the water from entering inside.
