US needs clients for their overpriced weapons.
They tried to make a military deal with India, but India pledged to buy fuck all in 10 or 20 years. Selling to China would be comically stupid, and the EU is in so much debt that even if they wanted to buy (the French lobby their defence sector), they could not pay for it.
There are not many countries interested in buying either overpriced weapons systems or outdated late Cold War weapons.
