No. Boston elected a mayor whose entire platform was making public transit (run by the state) free. What happened was she instituted a vaccine mandate that literally everyone ignored until she quietly revoked it a month later, and then begged the state to make a couple bus routes free (probably by sucking them all off) and they were just the routes where drivers were getting stabbed anyways.
