It's a debuff in the sense that it fundamentally detracts from proper units sold, but they still get a bag from microsoft so that doesn't mean it isn't profitable, it's just not reflected in sales figures like this.
There were leaked numbers here a while ago, so we actually know that they got paid. Funnily they probably made more money off Tactica from this deal than they did in actual sales.
