Maybe ignores rough terrain as opposed to straight up fly, and a rule that it can ignore trenches (that it would not fully seat into from the direction it would enter the trench from) and obstacles shorter than 3 inches and no more than an inch wide? So it can go over short walls but you can't pass through a building (mostly) and also it'll just roll over the trenches by itself
