Lithuania, Estonia, Slovenia, and Czechia are about to become net EU contributors, in about 20 years starting from like $2000 GDP per capita, in the meantime, African countries and many others have received a lot more money in a much larger time frame and have not showed this level of improvement, so why are they 1) being given more money 2) being imported. USA alone has given trillions of dollars to Africa.
