Some guys in all black outfit and skimasks were scouting the roofs in the area near the approach route ( A4 Highway ) for the upcoming NATO summit.
Though media suggest it were just some burglars, these "burglars" were also setting off fireworks.
Making noise to attract attention is obviously not what burglars do, It's what you do to check out reponse time and see how much time you have to get away.
