To be fair it is mostly concentrated on the characters who "have" big tits in the first place.

May gets drawn with huge tits because she had/looked like she had huge tits in the anime

Dawn is flat as fuck and a vast majority of her fanart has her as such.

Lillie, Penny, Marnie, Lana, Mallow, Shauna, etc etc all are for the most part drawn as they are.

And it's not like a majority of Mays fanart is with huge tits, it's just she probably gets the most so it's what you see. I think the only Pokemon character who is drawn more often with bigger tits than small is Hex Maniac
