I double checked and you are right - as matter of routine China does 5 year plans. They do also apparently make 10 year plans for specific inititiatves though, but I'm not gonna cope by claiming that's what I meant.
And yes, flexibility is the key or you end up delivering weapons platforms that are obsolete like that pigfat Spanish IFV someone posted a month ago.
