Lie-Lie fruit
Every lie Loki tells that people believe, will manifest itself to be real. That's why it's so inherently dangerous and has the possibility of being world-ending. It also fits Loki's Norse mythology origins. In addition it explains his "Special Bounty" of 2.6 billion, something we haven't seen before. The higher the bounty, the more Loki becomes famous and the more dangerous he potentially becomes as people fear him more, and would be more inclined to believe his boasts and threats as being real. However the WG can't make the bounty too low, as it wouldn't make sense, and would make it easier for Loki to fool people. They had to strike a balance. All that said, Loki is said to be incredibly powerful even without his fruit, as his Haki has been shown to be incredibly impressive, and Ragnir is likely a weapon unrelated to his fruit, and his main way of fighting.
Loki having the Lie-Lie Fruit, of course ties into Usopp. Both were ostracized from their respective villages/countries and dismissed as pure liars. Usopp's lies also have a tendency to become real. I'm betting at some point Usopp through Loki's powers will somehow be able to lift Ragnir.
Loki says he's going to tell Luffy where Shanks is? The truth is likely that Loki doesn't know, but he still intends to keep his promise. Loki will simply tell Luffy that Shanks is on Elbaf, and Luffy in his naivety and trustworthy nature will believe it, teleporting Shanks back to Elbaf.
