Because voter ID has been weaponized as a tool for voter suppression by Republicans for ages.
There is a very famous case after the Republican Supreme court struck down a portion of Civil Rights Act where southern states needed federal permission before making certain changes to their elections law where Republicans in Alabama forced through a voter ID law requiring you to get them from the DMV. And then the Republicans proceed to shut down a good portion of the DMVs located in majority black areas so black people couldn't get the new voter ID and would be disenfranchised.
