there are a few versions going around. The one in plastic silver is the latest Direct version that also released with new animated Mr freeze.

The earlier version that came under collectibles label came out few years a ago and i can't find it anymore.

The one of the older release came with both closed cape over the shoulder and one you posted but plastic.
