Definitely best thighs, tied for best legs.
Tie is with with Flare's first model, but Raora has a better model overall.
I say this, and I don't really like Flare. Yet I have to give her first model the credit it deserves.
Also honorable mention to Kronii's thighs. You get to see more of them as a consequence of her high-waist thong instead of spats. Kronii's 2D model is tits-on-a-stick, but they gave her normal-sized thighs in 3D and accentuated them with the underwear choice. She doesn't deserve it.

But yeah, Raora is #1 best thighs and tied for #1 best legs overall.
