I don't know about world 3 lore, but it's just because of the Tamers and not specifically the digivices usually. The power of friendship is legitimately canon in this franchise, both in many games and anime. Being raised by a human specifically does give them a power boost and easier time evolving over wild Digimon.
It's the source of my favourite Digimon villain's origin even, that he's so pissed off everybody thinks Digimon with Tamers are stronger.
