Of course there is. Trade sanctions target specific goods. War time sanctions is a complete decoupling. Even Russia with all the sanctions it received wasn't fully isolated. Sanctions on your gas only resulted in it being sold to India, where it refined it and sold it to Europe. There was no needed for infrastructure change, only the legal framework was altered, resulting in this game of theatre being nothing more than an economic detriment to Europe.
