Genuine question; what's the point of low effort assassination attempts?

There's so many conspiracies that are really half-assed, as in they're carried out in a way that's almost certain to fail to kill the target and almost certain to point fingers back at America

I'm not claiming some "If I wanted you dead, you would be" god posturing but it really feels like the CIA could have done better than giving one rifle to six crackheads

Or the other attempt, when we sent drones to blow him up during a speech but the drones were piloted nowhere near him and just blew up in the crowd watching him instead
