Any reasonable court would find the NFA cannot stand with a $0.00 tax. The Supreme Court ruled the NFA constitutional way back when *ONLY BECAUSE* the government justified the registration as a tool to track whether someone paid the tax or not. If there is no tax to pay the law's legs are cut out from underneath it.
