I think I see the confusion. There's the "torpedo bulge" and later the "torpedo belt".
I am unaware of anyone storing fuel oil in the former as these pieces were welded to the sides of existing ships and filled with seawater.
The latter WAS used to store fuel (depending on design) because they were part of the structure for new ships.
