You haven't watched much anime or read manga there is nothing by law that prevents them from bashing America it really depends on how the manga creators feels about Americans, there are some that portray America as evil or at the very least Americans themselves as arrogant. How they view us is a bit outdated in most cases, lot of America isn't as White as it use to be.
