Key word is "credible". Even if he was stressed out, he never considered letting Nightfall join Strix. Not just because it's an odd move to explain for the cover or even that he cares about Yor more than he lets on, but just that he's already decided that she's ill suited to take on the role Anya needs as well as not having the same inroads with Donovan's family as Yor does.
Trying to explain it as him being thrown off doesn't work because he's left Yor after awkward conversions and still held onto her being his best bet, and there's nothing on his side that happened that changed this for him. He didn't even think of the Wheeler mission until after Sylvia corrected him. I just think it was a bad writing choice for Axeman to make here since it only justifies the gag, but not Twilight's character.
