I find that unlikely. I believe that in 2027, they may be annexed, but it would likely remain a transitional situation. Broadly speaking, most Canadian institutions established by MacDonald can be continued with minimal change (Premiership, Governor-General/Viceroy (as a Governor(-General) elected by voters or by Parliament), House of Commons, Senate, even perhaps the Titles of Nobility aka the Peerage of Canada) mainly because the only problem with them is the underlying monarchical aspect (loyalty to a foreign sovereign) but the Canadian Charter (which was established by Trudeau as a reform of the Constitution of Canada) is far more problematic from a perspective of US law, even insofar as it entrenches some Canadian institutions that had been established under MacDonald.

For example, "religious neutrality" in Canada functions very differently from US First Amendment jurisprudence. Over the course of the first school year or two, religious education in Canada would need to be transferred from popularly elected, government regulated religious schoolboards which function as official organs of the Provincial Governments to their religious leadership, and purged of government-mandated curricula which are in violation of the beliefs of those religions. (For example, Canada mandates that "Catholic schools" controlled by the government must teach students to get abortions for "unwanted children." This is a blatant violation of the US First Amendment which is systemically practiced in Canada.) Political prisoners would need to be released and reintegrated into Canadian society, while large numbers of occupying Sikhs and others who work on behalf of the Canadian government to oppress Canadians would need to be deported before jus soli citizenship is granted to locals.

Other areas of work include healthcare, infrastructure, etc. but I'd also want to use the territorial period to pass right-wing laws in Canada, as well.
