Strength and reach are both proportional to height, so female martials would ideally be at least as tall as their male counterparts. However, for them to be competent martials in the first place, there would need to be another factor at work (magic, cybernetics, robotics, non-standard sexual dimorphism, etc.), so, depending on which of those is in place, height might not be a significant factor at all.
