I've fantasized about a concept like this many times, it would indeed be fun and has a ton of potential. I've thought out entire skill trees and shit. Physical strength, speed, durability, martial arts(Fishman karate, Dragon Claw fist, six powers, kicking, punching, swordsmanship, gunner), weapons, Haki types, cyborgs, and of course Devil Fruits.
