FSR1-3 has been hardware agnostic. That changed with FSR4, which only supported two AMD cards last I looked, but I don't know if it's due to it being early days for that, or AMD doing the same shit as nVidia and requiring cards with secret sauce on it to operate.
They all function as upscalers, with their pros and cons. DLSS generally has the least amount of cons. I personally hate generic TAA & FSR since they don't like high-contrast elements, and create ghost trails, which happened in this pic here of a sword that just moved to the right side of the screen.
