how drug trials are done is they start with a high dose and see if it induces effects then further studies after it find at which dose the safety profile is, my low iq friend. the goal of the study is not to research finasteride's safety profile it is to research the biological impact it has. using a higher dose in animals makes things that would take larger sample sizes and lots of time to observe faster and require a smaller sample size.
