It was such an easy to use site with a token a day. I just had to make a few google accounts and voila. I don't have a strong enough PC to do it locally. Are there similar sites out there that don't require me to pay them money?

No, it would be much easier to do a coming of age ceremony where every girl that starts growing hair gets it permanently lasered. Kinda like the religious circumcision of boys, where they are told, they are only real me if they get the procedure. There doesn't have to be a law either. Societal pressure is a powerful tool. Even moreso for women.
