I've read Mein Kampf. Is Hitler racist against non-Germans? Yes. But so were Russians against non-Russians, French against non-French, British against non-British. You can find a plethora of Russian propaganda that decries Germans as simple-minded, barbarian midgets. It was state policy at the time.
