At the end of the day I think Orochimaru's goons really speak to the strength of character design
Nobody really gives a shit about characters like those Rain jobbers from the Forest of Death (both these guys and the team Gaara killed), those two swordsmen Gato had in Land of Waves, hell even Misumi and Yoroi, etc. because their designs are so immediately throwaway, but with Orochimaru's crew you'd expect much more from them all based on visuals
