You're about 10 years behind. These days Thor chooses who is worthy. As in there's no one who can lift it unless he decides it as of Immortal Thor #0 where he "reforged" Mjolnir and added his own enchantment to it. In the past Odin's enchantment took a life of its own, and the hammer itself decided who was worthy and a bunch of wacky things happened, including a period where literally anyone could lift it. Right now, no one can lift it unless Thor decides it for the most part. The only person who has bypassed the enchantment so far is Thor's son Magni, who is the God of Strength and overpowered it completely, which is impressive because not even current Hulk has been able to do that.
