It wasn't $60 million it was $30 million and when people get the aid from that foundation backed by the US and Israel the IDF starts shooting so ofc Hamas isn't going to completely open to aid from their enemies and Hamas isn't in control of 75% of the Gaza strip now. All the land is whatever Israel wants to do with it. Hamas doesn't control it.
