They're 13 and 15, so it's not like they're even that young to be experimenting with sexual stuff. Though I wouldn't be too surprised if it's been going on for a while... even before I knew they were getting up to this I noticed they were unusually affectionate and close with each other, especially considering how awkward most boys their age are about showing any sort of intimacy.
As you might expect, the older brother is catching a lot more shit for it, even though it seems to have been fully consensual. Seems like their mom has at least been talked out of the idea that it was abusive/damaging/whatever. But she still wants both of the boys to go to therapy over the whole thing, which is dumb as hell.

Me and my brother are just a year apart and started experimenting as we hit puberty together. He's more or less straight though, so for him it was just purely driven by hormones and grew increasingly guilty and reticent about doing stuff as we got older, to my continued frustration. Petered out completely once he started dating girls.
For several years after that, we both just acted like it had never happened. Then one day (as adults) we got drunk together and he randomly launched into this big drunken apology for "molesting" me... I had no idea he was still carrying guilt about it. I rolled my eyes and told him to stop being an idiot and that I'd liked all the stuff we did, lol. We're cool about it now.
