I'd recommend something adjustable/loadable for less than $500 that can range from 10lbs to 60lbs with 5lbs increments. That should be enough to get you started. Powerblock and Bowflex have options in this range.
Fixed weights take up a ton of space and I wouldn't recommend them unless you've got a spare room in your house to store them in. Then again you can just get yourself a pair of 10lbs, 15lbs, and 20lbs fixed weights for next to no money to start off with to see if you even have the wherewithal to start lifting and not bitchout and give up in a month if money is an issue.
