>it would only work once
It would only work once on the one person you exposed, yes. For them, it would only need to work once.
>you say that but there are instances where people do disobey
Blackmail is one of the oldest tricks in the book. How often do you see it used to expose the target?
>if you go off script, you’re a dead man
I’m sure that his been used as well. Still to the point, nobody believes an American politician would rape children and then decide to go off script knowing the world would know they’re a child rapist.
I would imagine in almost every case, the blackmail doesn’t even need to be used or threatened, it’s just a price one pays in order to get what it is they want, such as access to young children. In my opinion, the blackmail is a security guarantee, like a receipt of purchase to be used in the event of a dispute.

You are not going to convince anyone that Epstein wasn’t part of a blackmail ring when he had hidden cameras all over his properties including in bedrooms and bathrooms.

Imagine selling this idea: “hey we’ve got video footage of powerful people raping children. I guess I’ll keep it to myself and do nothing with it. I collected it all for the sake of my own personal satisfaction.”
Tough sell
