4 is what you want. They took the sea map from 3 and basically turned it into an over-world map that you explore with an airship. You have unlimited turns to move and you can find smaller side mazes and FOEs on this map. There's vertical movement as well that you upgrade over the course of the game. I really liked the sea map and airship map in both games, they give a good sense of adventure.
