Pretty much. There was barely any good games, long droughts of no content nor merchandise, the mainline series was afraid to do anything fresh and exciting due to fear of journalists like Jim Sterling complaining about it, and the massive failure of the Boom brand costed Sega millions to the point they had to restructure in order to not go bankrupt. The only thing keeping Sonic alive during this decade was Aaron Webber awful twitter memes and all of the classic era pandering(Mania, Sonic 1/2/CD remasters, even Sonic 4 to a extent), which turned the Sega series into a retro IP for awhile until Frontiers happened.
