If you want to be 100% fair you should look at the state of Somalians in Sweden, Denmark, Norway which are some of the least racist, highest gibs and high HDI country on the planet. These tiny countries literally can't afford to let "students fall through the system" and thus invest a lot of money into every single citizen.
Somalians are the most fiscally negative people on every statistic in Europe as far as I can find.
