Chunners is 1600 v-bucks for the skin alone.
You can get 300 free veebees per Battle Pass.
As of Chapter 4 two years ago we get 5 seasons per year, one of them being a mini season which I'm not sure gives you that many free v-bucks.
So, yeah. A full year wouldn't be enough to get her.
Keep in mind that collab skins, especially older ones don't return for long periods of time. Chun-Li alongside the rest of the Street Fighter skins/cosmetics for example were available for the last time on Aug 2, 2022 (1052 days ago).
