Hate to say it but works just fine on my machine. This is tested in mission. Both the directly killed and the last guy killed via bleedout count for me.
I think people are making this up or not understanding the bleed ownership thing. Or possibly the buff cap display bug is still in and people are mistaking the buff not showing up for the buff not applying.
Reddit tends to just parrot shit they like vibe-wise so I wouldn't trust them on anything.
I know the next query is gonna be "but it just happens rarely" which I can't provide any proof to the contrary on (since I can't prove the absence of something rare). You could post proof of it breaking in the current patch. I've played like 5 more minutes and didn't notice it missing once, and I never noticed it missing any other time either.
