Maybe with something really old if you can find it. I think you should be fine with MTK or Allwiner A523 or T606 for reading manga, but once you want to do anything else with it, you're kind of screwed. Those are ancient low-end chips with 22-28 (!) nm processes, they'll eat your battery like there's no tomorrow.
Even G99/G88 ones start at around a hundo.
