It's mostly because meta teams need up to 3 B3's so they create a lot more units for that slot. Some more B1's wouldn't hurt but they've recently added Rapi RH and Siren and both are top-tier units so they're trying.

Also everyone can get Liter for free and she's still one of the best B1's despite being ancient. So even less pressure to saturate the slot.
