Why did Toriyama lie about why Pan didn't ever go Super Saiyan? He said he "couldn't figure out what a female Super Saiyan would look like", but that's obviously bullshit because he didn't have a problem with Caulifla or Kale (inferior Super garbage). My theory is that Toriyama knew how hard it would be to introduce any credible threats if Pan went Super Saiyan, because she was already stronger than anything in Z (yes, including Vegito and Buuhan). Putting a Super Saiyan multiplier on top of a character that strong would have made the Shadow Dragons negligible as a threat.
