She said she expected Hifumi to dump boiling tea over her head before accepting the apology. There was an entire montage of Nagisa talking to each student one by one immediately after the final test. Nagisa had the guts to do what Rio never could, and own up to her mistakes and take the fallout for it all. Even after apologizing Mine and Sakurako still kept given her shit, Mika points out they aren't doing it out of goodwill, but because those two sense a power imbalance with the tea party and are taking advantage of Nagisa's current weakness along with Seia and Mika's absence.
