Her twintails aren't in focus so I can't comment on that, but on her wisps below her head it does look like there's something there. The yellow circle has no effect while the orange circles look frosted. I don't think it looks like dust right? There's more stuff around her hair intakes and other places but the crop here is just showing an example of something that maybe you're not supposed to remove.
