It's probably gonna be a bigger iteration of how Undertale forces you to do a neutral before you can start the path to the happiest ending, maybe play into the nature of how Kris needs to go through enough suffering as a direct result of his own fuckups. The final tragedy takes place, Dess isn't actually saved, and while the worlds are saved, no one's actually happy with this.
And because of that he needs to finally, AT LAST, learns he needs to start trusting (You) and establish compromise so the two of you can use your foresight of events to come to defy fate properly, saving Dess and ensuring the worlds can be saved without the final tragedy being mandatory.
If Toby truly were committed, maybe even a full NG+ where we get alternates of all the past chapters with that foresight and cooperation in mind, Kris finally cementing himself as an actual speaking character with proper dialogue and portraits, fulfilling the original concept art sheet showing him way more expressive visually than the game itself.
