It would take some damn good narrative control to make that palatable to the public. Rioters causing some bad incidents, prolonged loss of certain districts to the rampaging mob ... such things ... you do not wanna be the first to cause dead civvies in such a thing. Unless you intend to make the side causing it look pretty bad.
