If it makes it easier, his armor in his sprite is spliced from Seth's from Sacred Stones. In official artwork, he doesn't have a cape, though in some official artwork, particularly Cipher cards, he'll have one. I've been envisioning his armor looking very similar to Seth's, but I would encourage you to go with whatever you think personally looks best.

Blair's armor is based off of Marcia's from Path of Radiance/Radiant Dawn. The skirt's been a peg knight staple for a lot of games.
