She even claimed, in 2012, that allowing Pell grants to be granted for summer semester if you didn't want a summer break wouldn't raise government spending so it wouldn't be permitted by the rule. Boo hoo bitch, that's still an increase in government spending even if you don't like it.
Plus, if it weren't ok to include revenue provisions--again, this woman is ridiculously arbitrary--then the Bush tax cuts couldn't have been budget bills. They were budget bills just like this one!
