Akuma fully embraced it, while Ryu conquered it and purged the satsui no hado from his body. This is why sagat brings it up as well, the Satsui No Hado that Ryu used to struggle with turned into Kage, and after Ryu defeated Kage he tried to take over Sagat instead.
I guess at some point between SFV and SF6 Sagat was able to overcome it as well
